How senior care is funded in Washington.

Payment is the part most families dread talking about. Here's a plain-language breakdown of the three main paths — including one most families don't know they may already have access to.

Most common

Private Pay

If your mom or dad has savings, income, or a long-term care insurance policy, this is the path most families start on. No eligibility process, no waiting — you move when you're ready.

  • No eligibility process and no waiting — if your parent needs to move quickly, this path moves with you
  • If your parent has a long-term care insurance policy, it likely covers a daily benefit that offsets a significant portion of monthly costs — worth checking before assuming it won't help
  • Veterans who served during wartime may qualify for VA Aid & Attendance — a tax-free monthly benefit up to $2,424 for a single veteran that many families don't know exists
  • If there's any chance your parent will transition to Medicaid later, choose a Medicaid-accepting home from the start — it avoids a painful and disruptive move down the road
Needs-based

Medicaid

Washington's Medicaid program covers adult family home care for families who qualify based on income, assets, and care needs. Most homes in Washington accept at least one Medicaid waiver — and the care is not second-tier.

  • Eligibility is based on income, assets, and a care needs assessment completed through DSHS. We can walk you through what that process looks like.
  • The two main programs are Community First Choice (CFC) and the COPES waiver; both cover adult family home care for eligible residents.
  • A 60-month look-back period applies to asset transfers. If your parent has moved money or property recently, it's worth discussing early so there are no surprises.
  • We help Medicaid families navigate every step of this with the same attention as any other family and this path is not a lesser option and we don't treat it as one.
Benefits start Jul 2026

WA Cares Fund

Washington is the first state in the country to offer public long-term care insurance. If your parent, or you, has worked in Washington since 2023 and paid into the fund, there may already be a benefit available.

  • The lifetime benefit is $36,500 in 2026, growing each year with inflation, and it can be used for adult family home care, home care, memory care, and more.
  • Most workers qualify after contributing for 10 years, but a temporary pathway means anyone who has contributed for at least 3 years may already be eligible for the full benefit.
  • Workers born before 1968 earn a prorated benefit, $3,650 for each year contributed, so even partial eligibility is worth checking.
  • This benefit supplements private pay or Medicaid. It doesn't replace either, but it can give a family meaningful breathing room at a difficult moment.
